The construction of a free trade port with Chinese characteristics has become a new benchmark for China’s comprehensive deepening of reform and opening up in the new era.The rule of law construction of free trade ports focuses on creating innovative policy,institutional system and legal order of free trade ports,and building a high-quality legal environment.The free trade port will promote the legislative system,give priority to legislation in building the rule of law in the free trade port,and promote the formation of a rule of law system in the free trade port.To create a convenient,market-oriented,international and law-based business environment is the basic goal of the free trade port’s legal innovation and the formation of a quality legal environment.Trade liberalization,business facilitation,efficient administration,fair and unified market,orderly market competition,and social credit have become the fundamental content and important fields of legal innovation in the construction of free trade ports.Hainan’s strategic positioning of“Three Regions and One Center”defines the direction of legal construction and legal innovation of the free trade port in the next 30 years,closely linked to the development of tourism,modern service industry and high-tech industry,and is becoming the key area of legal innovation of the free trade port,and is trying the new legal system and new mechanism first.Making full use of the authorized legislation of free trade ports,the country can build the degree of freedom and characteristics of the order of legal innovation of free trade ports,and explore the path of legal innovation of free trade ports.
