黄河流域人工湖(湿地)项目现状及环境管理对策

Present Situation of the Constructed Lakes or Wetlands Projects in the Yellow River Basin and Environmental Management Suggestions

通过资料收集、现场调研等方式,对黄河流域155个人工湖(湿地)项目基本情况进行了分析研究,发现人工湖(湿地)项目建设存在缺乏统筹规划、水资源节约集约利用重视程度不够、环评审批重点把握不准以及事中事后监管较为薄弱等主要问题。针对这些问题提出了相应的对策建议:严格贯彻落实新发展理念,科学做好顶层设计和统筹规划;坚持节约优先、保护优先,协同推动水资源集约利用;紧密结合人工湖(湿地)环境影响特点,严格环境影响评价及审批要求;加强事中事后监管,开展相关跟踪研究,以此为规范和强化人工湖(湿地)相关项目环境管理提供参考。

By means of data collection and field investigation,the basic situation of 155 constructed lakes or wetlands projects in the Yellow River Basin was analyzed and studied,some main problems in the construction of the constructed lakes or wetlands were found,such as lack of overall planning,insufficient attention on the water resources conservation and intensive use,not accurately grasping the key points of EIA approval and supervision was relatively weak during and after the event.For these problems,corresponding countermeasures and suggestions were put forward:strictly implementing the new development concept and making top-level design and overall planning;giving priority to conservation and protection,promoting the intensive use of water resources in coordination;based on the characteristics of environmental impact and strict EIA and approval requirements;strengthening the supervision during and after the event,carrying out relevant follow-up research,which will provide references for standardizing and strengthening the environmental management of the related projects of constructed lakes or wetlands.
