生态环境分区管控体系下规划环评重点——以产业园区规划环评为例

The Key Points of Planning EIA Under Eco-environmental Zoning Management and Control System:Taking Industrial Park Planning EIA as Example

生态环境分区管控体系的建立是环境管理制度的创新和改革。为了提高规划环评的有效性,强化与生态环境分区管控体系的融合,文章通过研究规划环评与“三线一单”的衔接要点,梳理出产业园区规划环评的评价重点。在生态环境分区管控体系下,规划环评应注重规划预测情景设置,分析不同情景下规划实施与生态保护红线、环境质量改善和资源合理开发层面的关系,论证规划实施是否符合区域生态环境准入清单的管控要求。产业园区规划环评应在分析规划方案与区域“三线一单”关系的基础上,将园区现状、现有环境问题以及改善目标、预测情景、区域承载力和规划综合论证等作为评价重点,为产业园区改善环境质量、防控环境风险提供技术保障。

The establishment of the eco-environmental zoning management and control system is the innovation and reform of the environmental management system.In order to improve the effectiveness of planning EIA and strengthen the integration with the eco-environmental zoning management and control system,the article combs the key points of planning EIA of industrial park by studying the points of connection between planning EIA and“Three Lines One Permit”.Under the eco-environmental zoning management and control system,the planning EIA should focus on the setting of planning and forecasting scenarios,analyze the relationship between the planning implementation and the ecological protection red line,environmental quality improvement and rational development of resources under different scenarios,to demonstrate whether the planning implementation conforms to regional eco-environmental control list requirements.On the basis of analyzing the relationship between the planning scheme and the regional“Three Lines One Permit”,the planning EIA of industrial park should focus on the current situation of the park,existing environmental problems and improvement objectives,prediction scenarios,regional carrying capacity and comprehensive demonstration of planning,so as to provide technical support for the industrial park to improve environmental quality,prevent and control environmental risks.
