石化行业挥发性有机物管控体系存在的问题及优化建议 被引量:4

摘要 分别从制度建设和技术应用两方面对我国石化行业挥发性有机物(VOCs)管控现状进行了梳理和分析,研究发现环评与排污许可两项制度的总量计算方法不衔接;行业VOCs管控尚未实现全覆盖;技术应用领域还存在重油和沥青高温状态储存和装载源项技术不过关、北方冬季炼厂LDAR监测仪器不适应、挥发性有机液体船舶装载存在接口不匹配等问题。鉴于此,提出应进一步研究石化行业环评和排污许可VOCs排放源项许可总量衔接方法;修订《石化行业VOCs污染源工作排查指南》,实施石化行业VOCs源项的全覆盖管理;针对性开展补齐技术短板的技术攻关工作。 This paper analyzed the current control situation of Volatile Organic Compounds(VOCs)for petrochemical industry in China from two aspects,which are system construction and technology application.The study found that the petrochemical industry VOCs emission amount accounting method in the Environmental Impact Assessment(EIA)and pollutant permit system is not the same;VOCs control in the industry has not yet achieved full coverage;there are also problems in the field of technical application such as VOCs emission amount of heavy oil and asphalt etc are not qualified in storage and loading state at high temperature,LDAR monitoring instrument application in the northern winter refinery is not suitable,the ship loading of volatile organic liquid interface is not matched.In view of the problems above,this study put forward the corresponding countermeasures and suggestions such as the VOCs emission amount accounting method in EIA and pollutant permit for petrochemical industry needs to be further studied;Guidelines for the Investigation of VOCs Pollution Sources for the Petrochemical Industry needs to be revised to implement the full coverage management for VOCs source management in the petrochemical industry;targeted technical breakthrough work needs to be promoted to supplement current technical shortcomings.
