基于SWOT-PEST模型下的吉林省竞技体育后备人才发展研究

Research on the Development of Competitive Sports Reserved Talents in Jilin Province Based on SWOT-PEST Model

运用SWOT-PEST模型研究吉林省竞技体育后备人才发展的策略,为"十四五"时期体育发展战略提供参考。研究认为,吉林省竞技体育后备人才发展的优势体现在地方的政策法规逐渐得到完善、体育招生的比例逐渐增多、教师以及教练员待遇逐渐提升。劣势体现在教育管理部门监督体系不健全、资金投入及分配的方式较单一、人文素养培养理念落实不到位。机遇体现在冰雪产业为经济增长注入动力、体制改革促进了社会力量参与、跨项选材优化了后备人才供给。挑战体现在升学机制难落实堵塞升学渠道、青少年体育成才比例亟待提升。建议:提升青少年竞技选材的科学化、加强青少年运动员的文化教育、培育社会办体育的组织和力量。

The SWOT-PEST model is used to study the development strategy of competitive sports reserved talents in Jilin Province,which provides reference for the development strategy of sports in the 14th Five Year Plan period. The research shows that the advantages of the development of competitive sports reserved talents in Jilin Province are reflected in the gradual improvement of local policies and regulations,the gradual increase of the proportion of sports enrollment,and the gradual improvement of the treatment of teachers and coaches. The disadvantages are that the supervision system of the education management department is not perfect,the way of capital investment and distribution is single,and the concept of humanistic quality training is not implemented in place. The opportunity lies in that the ice and snow industry injects power into the economic growth,the system reform promotes the participation of social forces,and the cross project selection optimizes the supply of reserved talents. The challenge lies in the difficulty in implementing the mechanism of entering school,blocking the channels of entering school,and the urgent need to improve the proportion of young people’s sports talents.Suggestions: promote the scientific selection of youth competitive sports,strengthen the cultural education of youth athletes,and cultivate the organization and strength of social sports.
