中国农业生产服务业效率测度及提升路径

Efficiency Measurement and Promotion Path of Agricultural Producer Service in China

中国农业生产服务业发展水平偏低,以传统生产服务业为主,现代生产服务业对农业生产的作用有限。运用DEAP2.1软件对2017年中国31个省区和7大区域的综合技术效率、纯技术效率和规模效率进行测算,结果显示:31个省区综合技术效率平均值为0.766,大多数省区的纯技术效率对综合技术效率的贡献大于规模效率,农业生产服务业地区发展不均衡,农业生产服务效率差异显著。政府应优化配置农业生产服务要素,调整农业生产服务业内部结构,提高农业生产服务专业化和市场化水平,以提升农业生产服务业效率。

The development level of agricultural producer service industry in China is low,which is dominated by traditional producer service industry,while the role of modern producer service industry in agricultural production is limited.The average value of comprehensive technical efficiency of 31 provinces and regions is 0.766,and the contribution of pure technical efficiency to comprehensive technical efficiency of most provinces is greater than that of scale efficiency.The regional development of agricultural producer service industry is not balanced,and the efficiency gap between regions is very significant.We should optimize the allocation of agricultural producer service elements,adjust the internal structure of agricultural producer service industry,improve the level of specialization and marketization of agricultural producer service,and improve the efficiency of producer service industry.
