多边贸易体制改革步履维艰:大疫之年的WTO改革

Stumbling Overhaul of the Multilateral Trade System:The WTO Reform in the Year of Covid-19 Pandemic

自WTO成立特别是2008年全球金融危机以来,世界经济格局变化派生出对国际多边经贸规则的调整压力。WTO成员就多边贸易体制改革必要性在2018年达成共识,并在2019年围绕多方面议题展开改革谈判,多边贸易规则在新的时代条件下应变求新。WTO改革在2020年经历了步履维艰的一年。WTO机制自身存在的体制性缺陷,内部成员之间愈加不可调和的复杂矛盾,特别是新冠肺炎疫情这一突发性外部因素,导致2020年WTO改革谈判艰难,进程缓慢。

Since the establishment of WTO,especially since the global financial crisis in 2008,the changes of world economic structure have resulted in the adjustment pressure on international multilateral economic and trade rules.WTO members have reached a consensus on the necessity of multilateral trade system reform in 2018,and have launched reform negotiations around various issues in 2019.Multilateral trade rules are being adapted to the new era.WTO reform has experienced a difficult year in 2020.The institutional defects of WTO mechanism itself,the more irreconcilable and complex contradictions among members,especially the sudden outbreak of Covid-19 pandemic stunted the WTO reform negotiations in 2020.
