基于水资源利用的洪泽湖汛期水位控制运用研究 被引量:3

摘要 随着南水北调东线一期工程的通水运行,洪泽湖防洪与蓄水矛盾、水资源供需矛盾日益突出。如何通过实时优化调度,在保障防洪安全并适度承担风险的前提下,增加洪水资源利用率,使洪泽湖尽量多蓄水,提高供水的保障程度,是迫切需要研究解决的问题。在总结前人研究的基础上,综合归纳洪泽湖实时操作的汛期运行水位控制运用关键技术,研究提出了汛期阶段划分、提高干旱年份水资源利用量、提高供水保证率等成果,编制实用的洪泽湖汛期水位控制运用方案。研究成果可进一步提高淮河洪水资源化利用水平,有效降低南水北调洪泽湖以南各梯级泵站的多年平均装机利用小时数,节约能耗。 With the operation of the first phase of the East Route Project of the South-to-North Water Diversion Project,the contradiction between flood control and impoundment and between supply and demand of water resources in Hongze Lake are becoming more and more prominent.It is an urgent problem to study how to increase the utilization rate of flood resources to store as much water as possible in Hongze Lake and to improve the guarantee degree of water supply through real-time optimal dispatching on the premise of ensuring the safety of flood control and taking appropriate risks.Based on summarizing previous researches,the key techniques of flood season operation water level control in real-time operation of Hongze Lake are summarized.The results of stage division of flood season,increasing water resources utilization in drought years and increasing water supply assurance rate are proposed.And the practical plan of flood season water level control in Hongze Lake is worked out.The research results can further improve the flood resources utilization level of the Huaihe River,effectively reduce the annual average installed utilization hours of each cascade pumping station in the south of Hongze Lake and save energy consumption.
