新疆伊犁州艾滋病综合防治效果评价指标体系的建立

Establishment of evaluation index system for comprehensive prevention and control of AIDS in Yili Prefecture of Xinjiang

目的构建新疆伊犁州艾滋病综合防治效果评价指标体系,为伊犁州艾滋病防治工作效果评价提供测评工具。方法在艾滋病防治相关文件及考评方案的基础上构建指标体系雏形,从2020年3—7月之间采用德尔菲法经过2轮专家函询构建艾滋病综合防治效果评价指标体系。结果 2轮专家积极系数分别为93.75%和100.00%;专家权威系数分别为0.79和0.83;重要性和可行性意见协调系数分别为0.559和0.464、0.724和0.751,各项系数均符合德尔菲法要求,最终确立了由6个一级指标,18个二级指标,35个三级指标构成的艾滋病综合防治效果评价指标体系。结论运用德尔菲法构建新疆伊犁州艾滋病综合防治效果评价指标体系,有利于卫生管理人员聚焦精力监测重点指标,助力提升艾滋病防治效果。

Objective To construct an evaluation index system for the comprehensive prevention and treatment of AIDS in Yili Prefecture,provide a measurement tool for the evaluation of the effectiveness of prevention and treatment of AIDS in Yili Prefecture. Methods The prototype of the indicator system was constructed on the basis of AIDS prevention and control documents and evaluation plans. From March to July 2020,the Delphi method was used to construct an AIDS comprehensive prevention and treatment effect evaluation indicator system through two rounds of expert letters. Results The positive coefficients of the two rounds of experts were 93.75% and 100.00% respectively. The expert authority coefficients were 0.79 and 0.83,respectively. The importance and feasibility opinions coordination coefficients were 0.559 and 0.464,0.724 and 0.751,respectively. All the coefficients conformed to the requirements of the Delphi method. The AIDS comprehensive prevention and control effect evaluation index system composed of 6 first-level indicators,18 second-level indicators,and 35 third-level indicators was finally established. Conclusion Using the Delphi method to construct an evaluation index system for the comprehensive prevention and control of AIDS in Yili Prefecture of Xinjiang,will help health managers focus on monitoring key indicators and improve the effectiveness of AIDS prevention and control.
