混合所有制企业的实效性与影响因素研究

Research on the Formation Mechanism,Effectiveness and Influencing Factors of Mixed Ownership Enterprises

2019年3月召开的全国“两会”上,深化国有企业改革依旧是一个热点话题。如今国有企业混合所有制改革进入了“深水区”,对于国有企业来说既是一个挑战,也同样是一个重大的战略机遇。打好这场攻坚战,应该深入剖析和研究混合所有制企业形成的内在机理以及影响其实效性的因素,制定更具针对性的国有企业改革的方针和政策。本文采用文献研究与实证研究相结合的思路,使用扎根理论与结构方程相结合的方法,对混合所有制企业的形成机理进行推理,并证明了混合所有制企业实效性的存在,提炼影响混合所有制企业实效性的因素,得出形成路径、政府决策、产权性质与变动方式以及公司治理等4个关键因素的重要结论。

Deepening the reform of state-owned enterprises is still a hot topic at NPC&CPPCC held in March 2019.Nowadays,the reform of mixed ownership of state-owned enterprises has entered the"Profundal Zone",which is both a challenge and a significant strategic opportunity for state-owned enterprises.In order to fight this battle well,we must first analyze and study the internal mechanism of the formation of mixed ownership enterpris⁃es and the factors affecting their effectiveness,in order to put forward more specific policies and policies for the reform of state-owned enterprises.In this paper,the formation mechanism of mixed ownership enterprises is rea⁃soned by using the method of grounded theory and structural equation,and the existence of the effectiveness of mixed ownership enterprises is proved,as well as the factors affecting the effectiveness of mixed ownership enter⁃prises are refined.Finally,it draws the important conclusions of four key factors:formation path,government deci⁃sion-making,property right nature and change mode,and corporate governance.
