Inclusive Family Planning Policy:Opening a New Chapter of China’s Fertility Policy

十九届五中全会提出“增强生育政策的包容性”,首次将“包容性”与“生育政策”关联起来。本文将1970年以来我国生育政策的演变历程分为行政性阶段、市场性阶段和包容性阶段。本文从政策演变的阶段比较、政策要素各维度分析,阐释了包容性生育政策的主要特点和深刻内涵,并从国家治理体系和治理能力现代化要求出发,设计增强生育政策包容性的有效路径。

The Fifth Plenary Session of the 19th CPC Central Committee proposed to“enhance the inclusiveness of family planning policy”,which was the first time to associate“inclusiveness”with“family planning policy”.This paper divides China’s family planning policy since 1970 into administrative stage,market stage and inclusive stage.Based on the comparison of policy evolution stages and the analysis of policy elements,this paper explains the main characteristics and profound connotation of“inclusive family planning policy”.This study designs an effective path to“enhance the inclusiveness of family planning policy”according to the requirements of national governance system and governance capacity modernization.
