论基于排污许可制度的工业企业环境管理

Discussion on Environmental Management of Industrial Enterprises Based on Pollution Discharge Permit System

构建美丽中国是我国新时代的重要发展目标,也是实现社会主义和谐社会的基本保障。随着改革开放的不断深入,我国将生态文明建设上升到战略层面,坚持走可持续发展之路,在此背景下,国家环保政策日趋完善,尤其是《控制污染物排放许可制实施方案》的印发为我国工业企业环境管理提供了参考依据。本文首先分析排污许可制度对企业环境管理的重要意义,然后探究工业企业环境管理面临的问题,最后提出对应的环境管理策略。

Building a beautiful China is an important development goal of China in the new era,and it is also the basic guarantee for the realization of a harmonious socialist society.With the continuous deepening of reform and opening up,China has elevated the construction of ecological civilization to a strategic level and insisted on taking the road of sustainable development,in this context,the national environmental protection policy is becoming more and more perfect,in particular,the issuance of the"Implementation Plan for the Control of Pollutant Discharge Permit System"has provided a reference for the environmental management of industrial enterprises in China.This paper first analyzed the importance of the pollution discharge permit system to the environmental management of enterprises,then explored the problems faced by the environmental management of industrial enterprises,and finally proposed corresponding environmentalmanagement strategies.
