创新政策组合均衡性与区域创新绩效——基于我国省际面板数据的实证研究

Innovation Policy Portfolio coherence and Regional Innovation Performance--An empirical study based on inter-provincial panel data in China

随着创新政策工具的多样化和交叠化,创新政策组合的均衡性已经成为创新政策设计中高度关注的变量。基于“供给面-环境面-需求面”“经济与金融工具-规制工具-软工具”和“战略-战术性工具”三种分类框架,提出了有关“政策组合均衡性”与“区域创新绩效”的系列假说,并采用我国省际面板数据进行了分析,实证结果表明:防止创新政策供给的“结构性过剩”和提高创新政策组合的均衡性是当前我国地方政府优化创新政策设计的关键;相对增加供给面政策、规制工具、软工具和战略性工具的使用将有助于改善我国的区域创新绩效。

With the diversification and overlapping of innovation policy tools,the coherence of the innovation policy portfolio has become a highly concerned variable in the design of innovation policies.Based on the three classification frameworks of“supply-environment-demand”,“economic and financial instruments-regulatory instruments-soft instruments”and“strategic-tactical-instruments”,a series of hypotheses about“coherence of policy mix”and“regional innovation performance”are proposed and analyzed by using inter-provincial panel data in China.The empirical results show that preventing the“structural oversupply”of innovation policy and improving the coherence of innovation policy mix are the key to the optimization of innovation policy design by local governments in China;and the relatively growing use of supply-side policies,regulatory instruments,soft instruments and strategic instruments will help improve regional innovation performance of China.
