Research on the Sharing Platform of Safety Production Emergency Management in Henan Province Onder the Background of Big Data

通过对我国安全生产应急管理现状的深入了解和分析,论文关注应对当下发生的突发事故、避免或降低可能发生的事故风险、事故发生后迅速恢复企业正常生产行为等突发事故全周期管理,从全面管控的理论视角出发,在总结典型案例(包括成功经验和失败教训)的策略特点的基础上,提出以“科学力→敏感力→引导力→察觉力”为核心、以全过程控制为手段的“四力一平台”应急管理体系。

Based on the in-depth understanding and analysis of the current situation of emergency management in production safety in China,this paper focuses on the whole cycle management of emergencies,such as responding to the current emergency accidents,avoiding or reducing the possible accident risks,and rapidly recovering the normal production behavior of enterprises after the accident.From the Perspective of comprehensive management and control theory,this paper summarizes typical cases(including successful experience and failure lessons)On the basis of the strategic characteristics of"four forces and one platform",the core of which is"scientific force→sensitivity force→guidance force→perception force",and the means of whole process control,is put forward.
