创新驱动战略下高校图书馆专利智库建设研究

Research on the Construction of Patent Think Tanks of College Libraries under the Innovation-Driven Strategy

[目的/意义]国家推动中国特色新型智库建设和以专利为代表的知识产权建设,为高校图书馆深化科技创新支撑、提升服务能力提供了机会。[方法/过程]本文分析了图书馆在建设普通智库时存在专业人才匮乏、服务渠道不畅、职能不匹配和特定情报收集能力有限等劣势,以及建设专利智库时在馆员能力、服务实践、专利资源、政策支持、服务定位等方面的优势。[结果/结论]建议高校图书馆采取找准自身定位、培养专利人才、深化协同合作、加强特色资源建设、注重读者教育等措施,在建设专利智库过程中把智库建设和专利服务相结合,为高校的科学治理、人才培养、科技创新和成果转化提供服务。

[Purpose/significance]The state has promoted the construction of China’s New Think Tanks and the construction of intellectual property represented by patents,which has provided opportunities for college libraries to deepen their technological innovation support and improve service capabilities.[Method/process]This paper analyzes the disadvantages of the library in the general think tank construction,such as the lack of professional talents,the poor service channels,the inconsistent function and the limited ability of specific information collection,as well as the advantages in the patent think tank construction,such as the librarian ability,service practice,patent resources,policy support and service positioning.[Result/conclusion]It suggests that the libraries should find out their own positioning,cultivate patent talents,deepen collaboration,strengthen the characteristic resources construction,focus on the reader education,and combine the think tank construction and patent services to build patent think tank for the scientific governance,talent training,scientific and technological innovation and achievement transformation of colleges and universities.
