造价信息管理在海外投标中的应用探讨

对比国内外造价信息管理现状并提出我国企业在海外投标报价中对造价信息管理应用的不足,并对所选取的14个铁路竣工项目的批复概算材料表进行综合分析。结果表明,极少部分材料费用可在材料总费用中占极大比例,即只需对极少部分材料进行精确询价便可满足材料成本分析的精度要求。本文列出一般铁路项目中出现频率最高、费用占比最大的50种材料作为制作材料询价单的依据,对于合理安排投标报价阶段的材料询价工作、提高工作效率、降低投标成本有较大的意义,并通过示例说明已完项目造价数据的信息化管理在海外项目投标报价工作中的实际意义。

This article compares the current situation of cost information management in domestic and abroad projects,and puts forward the shortcomings in the application of cost information management when Chinese enterprises execute overseas bidding.The author conducts a comprehensive comparison for the material lists chosen from 14 completed railway projects,and concludes that the fee of a very small part of materials occupies an extremely high proportion in the total material fee and thus the accuracy requirement of material cost estimation can be achieved solely by more accurate quotation for this small part of materials.In order to facilitate the request for material quotation,the article lists the 50 kinds of materials which are the most frequently used and occupy the highest cost ratio in ordinary railway projects.The accuracy of request for material quotation is of significance to optimize material quotation work in bidding,improve work efficiency and reduce bidding costs.Through examples,this article illustrates that the cost information management for completed railway projects is of great importance in overseas bidding.
