基于陆海统筹的海岛生态资产价值评估研究——以广西涠洲岛为例

Research on Island Ecological Assets Valuation Based on Land and Sea Coordination:A Case Study of Weizhou Island in Guangxi

基于生态优先原则,生态资产价值评估对国土空间规划中精准识别生态极重要区域具有重要意义。以广西涠洲岛为例,综合考虑生态资产的流量和存量,建立陆海统筹的生态资产价值评估指标体系,并利用GF-2图像及InVEST模型,形成生态保护重要性分布格局。结果表明:(1)2018年涠洲岛生态资产总价值约为32.10亿元,海洋生态资产总价值占比最高,林地和岛内水域的单位价值较高,均超过4015万元/平方千米;(2)生态保护极重要区域环状分布于岛屿沿海,特别是岛南北部两端,重要区域与一般区域集中分布于环岛公路以内的岛屿中部,具备开发潜力。基于研究,建议加强保护高价值生态资产,科学规划陆海统筹的高质量空间,绿色发展和向海发展并重,促进乡村振兴,建设美丽海岛。

According to the ecological priority,evaluation of ecological assets is of great significance for the accurate identification of ecologically important areas in land spatial planning.This paper takes Weizhou Island of Guangxi as an example,taking stock and flow levels into consideration,and establishes a land-sea integrated ecological asset value evaluation index system.Then the pattern of ecological importance is obtained by using GF-2 remote sensing images and InVEST model.The results show that:(1)The total value of overall ecological assets in Weizhou Island in 2018 is around 3.21 billion RMB.In the assessment year,the marine ecological assets have the highest proportion in Weizhou Island.The unit value of forest land and water area is very high,which is more than 40.15 million yuan per square kilometer.(2)The most important ecological areas are distributed in the coastal area of the island,especially in the north and south ends of the island.Other areas are concentrated in the middle of the island within the ring road.Therefore,it is suggested to strengthen the protection of high-value ecological assets,scientifically plan high-quality space for land and sea coordination,attach equal importance to green development and marine economy,in order to promote rural vitalization and build beautiful islands.
