摘要
文章采用基于节水潜力和减排潜力的流域生态补偿资金分配模型对2017年张家口市永定河流域相关区县进行试算,结果表明农田灌溉节水和污水处理厂提质增效是最优先的资金投入方向。节水方面,农田灌溉节水分配的节水资金占总资金的93.04%,重点地区为宣化区、涿鹿县和怀来县;居民生活和林牧渔畜分别占4.33%和2.63%,重点地区为宣化区。减排方面,污水处理厂的CODCr、氨氮和总磷污染物减排分别占26.25%、25.77%和11.57%,重点地区为涿鹿县;直排工业源的CODCr和氨氮减排占比为17.97%和9.05%,重点地区为蔚县和宣化区。核算结果可为缺水型、水质目标要求较高的流域提供参考。
This study explores the construction of an allocation model of ecological compensation funds based on watersaving potential and emission-reduction potential.This model is used to conduct trial calculations in the relevant districts and counties in Zhangjiakou City in the Yongding River Basin in 2017.Results indicated that ecological compensation funds were mainly used for farmland irrigation water saving potential and the quality and efficiency of sewage treatment plants.For water saving funds,farmland irrigation water saving was about 93.04%,and the key areas were Xuanhua District,Zhuolu County and Huailai County.Residential water saving and forestry-animal husbandry-fishery-livestock water saving accounted for 4.33%and 2.63%respectively,and the key area was Xuanhua District.For emission reduction funds,the emission-reduction funds of CODCr,ammonia nitrogen and total phosphorus for sewage treatment plants improvements were 26.25%,25.77%,and 11.57%,respectively,and the key area is Zhuolu County.The proportion of CODCr and ammonia nitrogen emission reduction of direct-discharge industrial sources was 17.97%and 9.05%,and the key areas were Yu County and Xuanhua District.This model can provide a basis for the allocation of ecological compensation funds for watersheld with water scarce or high water quality required.
