摘要
目的:构建医疗设备报废分类评估管理体系,探讨其在医院医疗设备报废管理中的应用价值。方法:采集医疗设备成本效益、社会效益和安全质量的评估数据,构建分类评估管理体系。选取2016-2019年医院临床在用的389台医疗设备,按照管理模式将其分为对照组(183台)和观察组(206台),对照组采用传统逐级审核管理模式,观察组采用分类评估管理模式,对比两组医疗设备成本效益增幅、社会效益增幅和安全质量指数评估指标和报废数据。结果:对照组和观察组的医疗设备申请报废率分别为17.49%和17.96%,差异无统计学意义(χ^(2)=0.015,P>0.05);对照组设备获批报废率高于观察组,残值回收率低于对照组,差异有统计学意义(χ^(2)=4.735,χ^(2)=6.512;P<0.05);对照组报废医疗设备预测的成本效益、社会效益增幅均高于观察组,实际安全质量指数低于观察组,差异有统计学意义(t=3.483,t=4.226,t=5.069;P<0.05)。结论:分类评估管理体系能够有效控制医院医疗设备报废数量,提高报废设备的残值回收比例,提升医院资产利用率,减少医疗资源浪费。
Objective:To construct a medical equipment scrapping classification evaluation management system and explore its application value in hospital medical equipment scrapping management.Methods:The evaluation data of cost-effectiveness,social benefits and safety quality of medical equipment was collected to build a classification evaluation management system.The medical equipment in clinical use in the hospital from 2016 to 2019 was selected and divided into a control group(183 sets)and an observation group(206 sets)according to the management mode.The control group adopted the traditional mode of step-by-step review system,and the observation group adopted the classification evaluation management system.The medical equipment cost-effectiveness,social benefit increase,safety quality assessment indicators and scrap data of the two groups were compared.Results:The medical equipment scrapping application rates were 17.49%in control group and 17.96%in observation group,and the differences between the two groups was not statistically significant(χ^(2)=0.015,P>0.05).The approved equipment scrapping rate in the control group was higher than that in the observation group,the residual value recovery rate was lower than that of the control group,and the differences between the two groups were statistically significant(χ^(2)=4.735,χ^(2)=6.512,P<0.05).The predicted cost-benefit and social benefit increase of the scrapped medical equipment in the control group were higher than those in the observation group;the actual safety quality indicator was lower than that of the observation group;and the differences between the two groups were statistically significant(t=3.483,t=4.226,t=5.069;P<0.05).Conclusion:The classification evaluation management system can effectively control the amount of scrapping medical equipment in hospitals,increase the recovery rate of the residual value of the scrapped equipment,increase the utilization rate of hospital assets and reduce waste of medical resources.
