“全面二胎”政策下人口老龄化对养老保险的影响及对策研究

The Study on the Influence and Countermeasures of the Population Aging on China's Endowment Insurance Under the Policy of"Comprehensive Two-child Policy"

文章以“全面二胎”政策为基础,依据老龄化影响养老保险收支的原理和老龄化影响养老保险收支的三种方式,分析了近几年中国人口老龄化状况、养老保险收支状况。研究发现:现阶段中国养老保险支出随人口老龄化程度加深表现出加大的态势,影响养老保险的诸多因素里,养老保险收入水平及人均GDP与之呈现正相关,而国民教育水平却与之呈现负相关。因此,我国需要全面深入贯彻落实“全面二胎”政策,兼与其他政策配合实施,才能迅速、有效地缓解人口老龄化状况,同时科学地解决养老保险基金的收支不平衡问题。

Based on the"comprehensive two-child policy",this paper analyzes the aging of China's population and endowment insurance income and expenditure in recent years according to the principles and three payment ways of how the aging affects endowment insurance income and expenditure.The research finds that:at present,China's endowment insurance expenditure shows an increasing trend with the deepening of population aging.Among many factors affecting endowment insurance,the income level and per capita GDP of endowment insurance are positively correlated,while the national education level is negatively correlated.Therefore,China needs to fully and thoroughly implement the"comprehensive two-child policy"and other auxiliary policies,in order to quickly and effectively alleviate the aging of the population and scientifically solve the imbalance of income and expenditure of the endowment insurance fund.
