地方分权改革背景下法国省级图书馆的建设与服务

Construction and Service of the Provincial Libraries in France in the Context of the Local Decentralization Reform

[目的/意义]法国省级图书馆系统是法国于二战后逐步建立起来的一套独具特色的图书馆服务体系。随着政治、经济和社会环境的不断变化,尤其是地方分权改革的逐步深入,如今它的建设和服务呈现出新特点。[方法/过程]通过中外文献研究和对相关图书馆的网站调研,对法国省级图书馆过去和现实进行考察,对其职能演变和服务特点作简要论述。[结果/结论]法国省级图书馆从最开始单纯的图书文献支持,向以建设网络化图书馆服务体系为主的综合性服务转变,其最新特点是服务模式灵活多样,服务内容丰富多彩。其对我国省级图书馆建设带来以下启示:不断完善馆藏范围,探索新的服务方式,扩大服务范围,保障特殊群体基本阅读权利;着力构建省级公共图书馆服务网络并实现省际协作;加强省级公共图书馆在地区文化政策实施中的作用,促进文化交流与传播。

[Purpose/significance]French provincial library system is a set of unique library service system gradually established in France after World War II.With the continuous changes of political,economic and social environment,especially the gradual deepening of the reform of local decentralization,its construction and services present new characteristics.[Method/process]Through the literature research at home and abroad and the website investigation of relevant libraries,this paper investigates the past and reality of French provincial libraries,and briefly discusses the evolution and characteristics of their functions and services.[Result/conclusion]From the beginning,the provincial libraries in France have changed from simply supporting books and documents to the comprehensive services based on the construction of network library service system.Its latest characteristics are flexible and diverse service mode and rich and colorful service content.It brings the following enlightenments to the construction of provincial libraries in China,such as:It is necessary to constantly improve the collection range,explore new service methods,expand the service scope,and protect the basic reading rights of special patrons.It is important to focus on building the service network of provincial public libraries and realize inter provincial cooperation.And it is beneficial to strengthen the role of provincial public libraries in the implementation of regional cultural policies,and promote cultural exchange and dissemination.
