白洋淀流域生态环境治理的实现机制研究

A Study on Realization Mechanism of Ecological Environment Control in Baiyangdian Watershed

白洋淀流域生态环境治理实现"良治",需要打破传统行政区划的界限,在借鉴国外流域治理经验的基础上,结合白洋淀流域的生态特质,以设立综合性的流域管理机构为"内核",以完善法律法规、健全法律制度与机制为"两翼"。实行宏观管理与微观管理相结合的方法,通过建立白洋淀流域内的公民诉讼制度,实行流域联合执法机制,设立流域治理的具体量化指标,建立和落实白洋淀流域治理的目标责任制,逐步实现流域治理的"五个统一"。

To achieve the"effective governance"of ecological environment in Baiyangdian Basin,it is necessary to break the boundaries of traditional administrative divisions.On the basis of drawing lessons from foreign watershed management experience and combining with the ecological characteristics of Baiyangdian Basin,the core is to set up comprehensive watershed management institutions,and the"two wings"are to improve laws and regulations and legal systems and mechanisms.We should combine macro-management with micro-management,establish a civil litigation system in Baiyangdian Basin,implement a joint law enforcement mechanism in the basin,set up specific quantitative indicators of basin governance,establish and implement the target responsibility system of Baiyangdian Basin governance,and gradually realize the"five unifications"of basin governance.
