The Draft of Dealing with the Ryukyu Islands Issue by the Foreign Ministry of the National Government

琉球群岛的主权属于琉球人民,不是日本的固有领土。1879年,日本明治政府侵吞琉球国。1945年6月,美军攻占琉球群岛。第二次世界大战后,国民政府外交部工作人员通过分析大量历史文献,界定琉球群岛地理范围。根据《开罗宣言》《波茨坦宣言》《联合国宪章》,他们设计了几个方案,拟将琉球置于联合国托管制度下,以中国、中美或美国作为行政管理当局。1947年,蔡璋领导的琉球革命同志会上书国民政府,要求归返中华祖国。1948年,国民政府外交部草拟对日和约,决定日本归还中国台湾岛及其所有附属岛屿、澎湖列岛、琉球群岛。

The Ryukyu Islands,the sovereignty of which belongs to those native people,is not the inherent territory of Japan.In 1879,the Meiji government of Japan took over the Ryukyu Islands.In June 1945,the U.S.army occupied Ryukyu.After the end of WWII,several officers from the foreign ministry of the National Government(of the Republic of China)attempts to demarcate the geographical range of the Ryukyu Islands through analyzing a lot of historical documents.According to the Cairo Declaration,the Potsdam Declaration and the UN Charter,they designed several drafts to place the Ryukyu Islands under the trusteeship system of the UN and under the administration China,U.S.or a China-U.S.joint administration.The Ryukyu Revolution Comrade Union led by Cai Zhang presented the petition to the National Government in 1947,requesting to grant the nationality of China.In 1948,the draft of the peace treaty with Japan by the National Government decided that Japan ceded to China Taiwan and adjacent minor islands,the Penghu Islands and the Ryukyu Islands.
