平台化运作:“新冠病毒肺炎疫情”中社会组织助力国家治理的机制研究

Platform-Based Operation:Study on the Mechanism of Social Organizations Contributing to National Governance in the Context of Covid-19

社会组织在新冠肺炎疫情的防控工作中起到了非常重要的作用,数字化、信息化是这些协同关系的重要特征。文章借鉴互联网平台中的平台理念,阐释了社会组织在国家治理中的角色和运作模式,即平台化运作,并具体从新冠肺炎疫情中社会组织的抗疫实践角度展开分析,说明社会组织是如何通过“平台”来促进国家治理的,具体机制如何、面临何种问题等。研究认为,平台化运作模式的提出,既强调了社会组织在国家治理中的重要地位,也强调了以信息化和网络化为基础的社会组织数字化建设的迫切性。

Social organizations have played a very important role in the prevention and control of Covid-19,which is characterized by the digitalization and informatization.This study draws on the concept of platform in the Internet platform to explain the role and operation mode of social organizations in nat ional governance,that is platform-based operation,it is specifically analyzed with the anti-epidemic practice of social organizations towards Covid-19,illustrating how social organizations promote national governance through the“platform”,the specific mechanism,and the problems they face,etc.It is found that the proposal of the platform-based operation mode not only emphasizes the important role of social organizations in national governance,but also underlines the urgency of the digital construction of social organizations based on informatization and internet.
