摘要
本文对日本《文化艺术基本法》的立法过程、核心内容,及其和文化艺术领域诸多部门法律之间的关系,进行了深入而又较为系统性的探讨,希望由此可以对中国的文化行政立法(包括未来可能的“文化宪法”制定),也能够提供一些具有“他山之石”意义的借鉴。
This paper makes an in-depth and systematic discussion on the legislative process and core content of Japan's Basic Law of Culture and Art,as well as its relationship with the laws of many departments in the field of culture and art,hoping to provide some reference for China's cultural administrative legislation(including the possible formulation of"cultural constitution"in the future).
