当社区矫正遇见精准扶贫:欠发达地区社区矫正新模式研究

Research on the New Model of the Community Correction in the Grass-roots Level When the Community Correction Meets the Precision Poverty Alleviation

社区矫正与精准扶贫相结合的景象并非自然演进,而是与新时代政治举措、社会发展与法律依据相关。社区矫正与精准扶贫的结合开启了欠发达地区基层社区矫正新模式。此种主动探索型社区矫正模式具有体现社区矫正对象的主体性与增强合作互动性的特点。然而,社区矫正新模式还存在社区矫正机构与社会力量的关系尚待厘清及社会参与社区矫正的限度问题。未来应从两个角度解决问题:从社区矫正角度,增强社区矫正的社会基础,提升社会人员参与社区矫正的效果;从精准扶贫角度,实施个别化帮扶,助力社区矫正对象扶贫攻坚更加精准有效。

The combination of community correction and precise poverty alleviation is not a natural evolution,but is related to political measures,social development and legal basis in the new era.The combination of community correction and precise poverty alleviation has opened a new model of community correction at the grass-roots level in underdeveloped areas.This kind of active and exploratory community correction model has the characteristics of reflecting the main body of the object of community correction and enhancing cooperation and interaction.However,the new model of community correction still exists the relationship between community correction institutions and social forces is yet to be clarified and the limit of social participation in community correction.In the future,we should solve the problem from two angles:From the angle of community correction,strengthen the social foundation of community correction and enhance the effect of social personnel participating in community correction;helping the target of community correction to reduce poverty more accurately and effectively.
