“三治融合”乡村治理体系的生成逻辑与路径选择

乡村社会是国家治理的重要场域。当前乡村治理体系面临着治理主体的“失语”与“失范”、治理规则的“失衡”与“失序”以及治理结果的“失效”与“失落”的新困境。如何创新乡村治理机制,维护乡村社会良序善治,是乡村振兴战略和国家治理现代化的重要议题。通过系统梳理,“三治融合”乡村治理机制创新有其生成的外部逻辑、内部逻辑、价值逻辑和现实逻辑等四重逻辑。新时代背景下,健全“三治融合”乡村治理体系,需要树立整体性治理理念,科学定位多元主体治理角色,不断完善制度体系及创新运行机制,充分发挥其系统聚合效能与整体功效,构建“自治有力、法治有序、德治有效”的多维互动新体系,打造乡村治理共同体。

Rural society is an important field of national governance.At present,rural governance is faced with the new predicament of subject losing discourse,rule losing balance and result losing norm.How to innovate the mechanism of rural governance and maintain the good order and good governance of rural society is an important issue of the rural revitalization strategy and modernization of national governance system and governance capacity in the new era.Through systematical analysis,this innovation of rural governance mechanism has four kinds of logic:external logic,internal logic,value logic and realistic logic.Under the background of the new era,we need to set up the concept of integrated governance to perfect the rural governance system,scientifically orientate the roles,continuously improve the system and innovative operating mechanism,which give full play to its system aggregation efficiency and overall power to build a new multi-dimensional interactive system featuring"strong autonomy,orderly rule of law and effective governance by virtue"and build a community of rural governance.
