“三无村”的精准脱贫实践与乡村振兴展望:以宣城市山河村为例

Practice of Targeted Poverty Alleviation and Prospect of Rural Revitalization in Three-no Villages:Taking Shanhe Village of Xuancheng City as an example

在乡村振兴背景下,精准扶贫时期的实践经验必然为其现阶段的改革工作提供参考。精准扶贫领域中的产业扶贫发展是扶贫开发工作中的重要举措之一。为乡村振兴战略的实施提供参考,分析实现华丽脱贫的"三无村"——宣城市山河村的发展成效认为,村集体经济的发展主要源于产业扶贫项目的带动作用、各帮扶主体的促进作用、农村集体经济产权改革的细化作用及村两委队伍的引领作用;山河村的产业扶贫工作存在产业选择保守、产业结构单一、村民参与不足等问题。提出利用社会资本优势,促进产业结构转型;深化村干部队伍的深度,提高发展眼界与视野;激发村民公共事务参与感,建立乡村文化共同体;进一步关注各类政策创新等结构性因素的动力等乡村振兴发展的对策与建议。

Under the background of rural revitalization,the practical experience at the stage of targeted rural revitalization provide a reference for its reform work at current stage.The development of industrial poverty alleviation in field of targeted poverty alleviation is one of the important measures in poverty alleviation development.In order to provide a reference for implementing rural revitalization strategy,the development achievements of Shanhe Village of Xuancheng City,which is a three-no village to achieve gorgeous poverty alleviation,are analyzed,and shows that the development of village collective economy mainly comes from the driving effect of industrial poverty alleviation project,promoting effect of each assistant subject,refining effect of property right reform in rural collective economy and leading effect of the village two committees.There are problems including conservative industry selection,single industrial structure and insufficient villagers participant in industrial poverty alleviation in Shanhe Village.The countermeasures and suggestions of developing rural revitalization are put forward from aspects of taking advantages of social capital to promote industrial structure transformation,deepening the depth of village cadres to increase the development eyesight and visual field,stimulating participation sense of villagers in public affairs to build rural culture community,and further paying attention to the driving force of structural factors such as policy innovation.
