摘要
伴随战略防务伙伴关系的持续升温,美、印两国在海上安全领域的合作不断深化。作为影响双边战略关系发展的关键因素,印度国内政治对美印海上安全合作起着某种程度的制约作用,主要表现在印度国家内部复杂的官僚体系、长期秉承的战略自主传统、有限的海上防务建设以及防范美国心理等若干方面。从现有趋势来看,印度国内上述因素将限制美印海上安全合作发展的深度和广度,进而将对两国海上安全合作未来发展及与相关国家的战略互动产生重要影响。
As the US-Indian strategic defense partnership grows closer,their cooperation in maritime security has deepened.As a key factor influencing the development of bilateral strategies,India’s domestic politics impose some constraints on US-India maritime security cooperation,mainly in the form of a complex bureaucratic system in India,its long-standing tradition of strategic autonomy,its limited maritime defense capacity,and its suspicion of the US.The above factors will limit the depth and breadth of US-India maritime security cooperation,which in turn will have a significant impact on the future of such cooperation and their strategic interaction with related countries.
