交通运输支撑国家安全的现状、问题与路径研究

Research on the Current Situation,Problems and Paths of Transportation Supporting National Security

"总体国家安全观"是我国国家安全工作长期坚持的重大战略思想,交通运输是国家安全的重要战略基石,研究交通运输支撑国家安全的路径问题是构建国家安全体系的必然要求,也是交通强国建设的必然选择。从交通运输与国家安全各领域的关系入手,分析交通运输对国土、经济、社会、科技、生态、资源、海外利益安全等直接相关领域的支撑现状;从思想认识、应对非传统安全、应急处置能力、体制机制等4个方面提出未来支撑国家安全中交通运输不适应的问题;以统筹交通发展与安全为根本着力点,从完善顶层设计、全面改善运输保障能力、提升应对非传统安全能力、确保交通运行安全和应急响应有力等4个维度提出交通运输支撑国家安全的实施路径。

The overall concept of national security is a major strategic idea that China's national security work has long adhered to.Transportation is an important strategic cornerstone of national security.To study the path of transportation supporting national security is an inevitable requirement for building a national security system,and also an inevitable choice for the construction of a transportation power.Starting from the relationship between transportation and various fields of national security,in this paper the status quo of transportation's support to the directly related fields is analyzed in terms of land,economy,society,science and technology,ecology,r esources,overseas interest security,etc..From the four aspects of ideological understanding,response to non-traditional security,emergency response capacity,institutional mechanism,e tc.,the inadaptability of transportation in supporting national security in the future is put forward.By integrating with the development and safety of transportation as the fundamental focus,the implementation path of transportation supporting national security is proposed from four dimensions:improving top-level design,comprehensively improving transportation support capacity,improving non-traditional safety response capacity,ensuring traffic operation safety and strong emergency response.
