基于风险防范的工程资金支付管理系统建设的探索与实践

习近平总书记于党的十九大报告中指出要“防范化解各领域重大风险”。湖北中烟工业有限责任公司(简称“湖北中烟”)在“十三五”期间,大规模启动技术改造项目,投资近百亿。为防范化解工程资金支付的重大风险,湖北中烟全面贯彻落实高质量发展理念,探索建设2.0版工程资金支付管理系统,提出并制定了“三流匹配”“互联网+工程资金”的基本管控模式,强化对工程资金全过程“穿透式监管”,切实提高工程资金使用的监管效能,希冀为推行工程资金支付管理系统建设提供良好的借鉴参考。

General Secretary Xi Jinping pointed out in the report of the 19th CPC National Congress that it is necessary to"prevent and defuse major risks in various fields."During the 13th Five-year Plan period,China Tobacco Hubei Industrial LLC launched a large-scale technological transformation project with an investment of nearly CN￥10 billion.In order to prevent and resolve the major risks of project fund payment,we comprehensively implemented the concept of high-quality development and explored the construction of the Project Fund Payment Management System Version 2.0.,and put forward and formulated the basic management and control modes of"Third-flow Matching"and"Internet plus Project Fund",in order to strengthen the"penetrating supervision"of the whole process of project funds and improve the supervision efficiency of the use of project funds,in the hope of providing a good reference for the construction of project fund payment management system.
