泗阳原料林森林认证实践和建议

Practice and suggestions on the forest certification of raw material forests in Siyang County,Jiangsu Province

原料林认证是中国森林认证现阶段的创新工作,被国家林业和草原局列入了重点工作。该文简要介绍了森林认证的起源、发展,原料林认证的背景和概念。总结了泗阳县原料林认证实践的3个阶段:深度贯彻培训,缜密筹划发动;科学构建体系,精准实施认证;初获认证成效,服务林业产业。在分析了开展原料林认证工作存在权属分散、认证要求难以贯彻、CFCC市场需求不强、认证成本较高、工作量大周期长等难点的基础上,提出了加强组织领导、做好统筹安排、落实经费保障、重视品牌培育、强化认证后管护等为进一步做好原料林认证的建议。

Raw material forest certification(RMFC),an innovative program at the present stage of forest certification(FC)in China,has been listed as a key work by the National Forestry and Grassland Administration.In this paper,we briefly introduced the origin,development of FC and the background,concept of RMFC,divided the practice of RMFC in Siyang County into 3 stages:in-depth training and careful planning and launching,establishing the system scientifically and conducting the certification accurately,achieving initial certification results and serving forestry industry.After analyzing the difficulties in carrying out the RMFC,including the decentralization of ownership,difficulty in meeting certification requirements,insufficient market demand in CFCC,high cost of certification,heavy workload and long cycle,we gave some suggestions to further improve RMFC,such as strengthening leadership,making overall arrangement,ensuring fund guarantees,attaching importance to brand building,and strengthening the management and protection after certification.
