摘要
日本是世界上林业较为发达的国家。本文介绍了近年来日本林业的基本概况和发展现状,特别是在森林经理、国有林管理、森林综合生态效益、林业产业、林业基础保障和林业创新等方面的经验。总体来看,日本林业发展与时俱进,充分发挥了林业的多重效益,在日本的生态系统保护、经济和社会发展中扮演着重要甚至不可或缺的作用。我国应充分学习日本林业发展的成功经验,加强森林经营,注重发挥林业在应对气候变化等方面的特殊作用,建立绿色林产品标准体系和认证体系,开展森林生态效益税、碳税等征收试点,建立森林碳汇银行,加强林业采伐可视化感知系统、VR虚拟采伐信息平台等现代林业科技建设。
Japan is a country with more developed forestry in the world.This paper introduces the basic situation and development status of Japanese forestry in recent years,especially the experience in forest management,national forest management,integrated forest ecological benefits,forestry industry,forestry basic guarantee and forestry innovation.In general,the development of forestry in Japan advances with the current situation,comprehensively exerts the multiple benefits of forestry and plays an important and even indispensable role in Japan’s ecosystem,economic and social development.Correspondingly,China should fully learn from the successful experience of Japanese forestry development,strengthen forest management,focus on the special role of forestry in dealing with climate change,establish the standard system and certification system of green forest products,carry out pilot projects for the collection of forest ecological benefit tax and carbon tax,establish a forest carbon sink bank,and strengthen modern forestry technology construction such as forestry logging visual perception systems and virtual reality of logging information platform etc.
