水污染的跨界协同治理机制研究——以太浦河为例 被引量:6

摘要 作为一种流动资源,水跨越多个行政边界和多个行政区域的情况在我国并不少见,这往往也导致水污染问题大多呈现流域性蔓延态势,传统的地区分治并不能很好地解决问题,打破地区间僵硬的行政区划,依托协调合作机制是解决跨界水污染问题的一种现实选择。本文试图以长三角地区的太浦河为例,分析太浦河的现状和协同治理历程,反思总结出利益协调冲突解决、独立管理机构、强制性法律、信息预警系统和治理主体单一化问题的重要性,基于此,提出健全跨界水污染协同治理的利益协调和补偿机制、建设整体性机构和健全组织功能、创新强制执行机制和构建政府、市场、社会、公民多元主体的协作治理新模式的解决方法。 As a kind of flowing resource,it is not uncommon for water to cross multiple administrative boundaries and multiple administrative regions in China,which often leads to the spread of water pollution,and traditional regional governance can not solve the problem well.It is a realistic choice to break the rigid administrative division between regions and rely on the coordination and cooperation mechanism to solve the problem of transboundary water pollution.This paper attempts to take the Taipu River in the Yangtze River Delta as an example,analyze the status of the Taipu River and the course of coordinated governance,reflect on the importance of conflict resolution of interest coordination,independent management agencies,mandatory laws,information early warning systems,and the unity of governance bodies.Based on this,it is proposed to improve the benefit coordination and compensation mechanism for the coordinated governance of cross-border water pollution,build a holistic organization and improve organizational functions,innovate its enforcement mechanism,and build a new model of collaborative governance of multiple subjects of government,market,society,and citizens.
