粤港澳大湾区青年创新创业政策的文本分析

A Text Analysis on Youth Innovation and Entrepreneurship Policy in Guangdong-Hong Kong-Macao Greater Bay Area

青年作为城市经济和社会财富创造的主力军,在区域经济发展中占重要地位。自粤港澳大湾区建立以来,湾区青年的创新创业问题逐渐引发更多关注。本文使用NVivo软件对粤港澳大湾区近三年发布的青年创新创业相关政策进行文本分析,研究发现相关政策的支持和保障力度在不断加大,并形成了以人力资源社会保障部为核心,各部门积极响应的公共政策治理模式,政策主要关注基础设施建设和人才培养等方面。

As the main force of urban economy and social wealth creation, youth play an important role in regional economic development. Since the establishment of Guangdong Hong Kong Macao Bay area, more and more attention has been paid to the innovation and Entrepreneurship of bay area youth. This paper uses NVivo software to analyze the Youth Innovation and entrepreneurship related policies published in Guangdong, Hong Kong and Macao Bay Area in recent three years. The research finds that the support and guarantee of relevant policies are increasing, and a public policy governance mode with the Ministry of human resources and social security as the core and all departments actively respond to it is formed. The policy mainly focuses on infrastructure construction and personnel training.
