“放管服”改革背景下国家自然科学基金管理创新

Management Innovation of NSFC Under the Background of the Reform of“Delegating Power,Strengthening Regulation and Improving Service”

为加快推进创新型国家建设,充分发挥科技对经济社会发展的支撑引领作用,深化科技体制改革,国家针对科研"放管服"出台了一系列重要举措。科学基金作为我国支持基础研究的重要渠道,量大面广,落实好科学基金的"放管服"改革,有助于激发广大科研人员创新创造活力,增强其改革的成就感。本文分析了我国推进"放管服"改革背景下,科学基金落实改革现状及提出若干建议,以期为科学基金未来发展中明确定位、发挥自身优势、保持自身特色,为国家科技创新做出自身独特贡献提供借鉴和参考。

In order to speed up the construction of an innovative country,give full play to the supporting and leading role of science and technology in economic and social development,and deepen the reform of the science and technology system,the government has issued a series of important measures for the"delegation,management and service"of scientific research.As an important channel to support basic research in China,National Natural Science Foundation of China(NSFC)has a wide range of contents.The implementation of the reform of"delegation,management and service"of the NSFC is helpful to stimulate the innovation and creativity of the scientific researchers and enhance their sense of achievement in reform.This article analyzes the problems in the implementation of the reform of the NSFC under the background of promoting of the reform of"delegation,management and service"in our country,in order to provide reference for the future development of NSFC to clarify its own positioning,give play to its own advantages and maintain its own characteristics.
