“文化小康”是一个国家或城市文化繁荣和社会文明程度提升的重要标杆,是全面建成小康社会的重要内容。武汉通过强化顶层设计、深化供给侧结构性改革、推进文化精准扶贫、完善文化产业政策、狠抓人才建设等举措,“文化小康”建设取得了显著成效,但同时还存在城乡公共文化服务不平衡、文化发展体制机制不顺、文化产业总体实力和竞争力不强、文化传承弘扬质量和效益不高、公民素质及城市文明程度有待提升等问题。高质量推进武汉“文化小康”建设,要坚持价值引领,以培育和践行社会主义核心价值观为核心和根本;要坚持协调发展,统筹城乡公共文化服务体系建设;要坚持创新发展,不断提升文化产业竞争力;要坚持文化自信,创造性地提升文化传承弘扬能力;要坚持以人为本,强化公民素质和城市文明程度提升;要坚持深化改革,完善文化管理体制机制。

“Cultural well-off”is an important benchmark for the cultural prosperity of a country or city.It is also an important part of a well-off society in an all-round way.By strengthening top-level design,deepening supply-side structural reform,promoting targeted poverty alleviation,improving policies for the cultural industry,and paying close attention to talent building,Wuhan has achieved remarkable results in the construction of the“Cultural-well-off”project.However,there are still some problems such as unbalanced urban and rural public cultural services,inadequate cultural systems and mechanisms,lack of competitiveness of the cultural industry,low quality and efficiency of cultural inheritance and promotion,and citizens’civilization yet to be improved.To promote the construction of“cultural well-off”in Wuhan with high quality,we should adhere to value guidance and cultivate socialist core values.We should maintain balanced development and coordinate urban and rural public cultural services.We should stick to innovation and development,and constantly enhance the competitiveness of the cultural industry.We should maintain cultural confidence and creatively enhance capacity for cultural inheritance and promotion.We should be people-oriented,improve the citizens’personal qualities and enhance urban civilization.We will continue deepening reform and improving the system and mechanism of culture administration.
