黄河流域水资源供需合理调控方向与对策浅析

Supply-Demand Analysis of Water Resources and Countermeasures in Yellow River Basin

黄河是中华民族的母亲河,流域水资源供需矛盾突出、水问题复杂,科学合理的供需关系是解决水问题的关键。在"把水资源作为最大的刚性约束"的新形势要求下,坚持"以水定需"是做好黄河流域水资源供需配置的核心。本文探讨了水资源刚性约束下的水资源供需分析目标、原则以及调控方向,在剖析黄河水资源及其开发利用问题的基础上分析了未来发展面临的供需矛盾,按照资源规模控制、合理效率管控、刚性需求保障、供水潜力挖掘、调控方向五个方面提出了黄河流域水资源供需配置合理格局,并提出了水资源供需合理调控的对策建议。

Yellow River is the mother river of Chinese nation,the contradiction between supply and demand of water resources in the basin is prominent,water problems are complex,scientific and reasonable supply and demand allocation is the key to solve the water problem.Under the new situation of taking the water resources as the biggest rigid constraint,insisting on water demand is the core of water supply and demand allocation in the Yellow River Basin.The objectives,principles and regulation are discussed under the constraints of water resources.Based on the analysis of the Yellow River water resources and its development and utilization problems,this paper analyzes the contradiction between supply and demand in the future development,and proposes the reasonable allocation pattern of water resources supply and demand in the Yellow River Basin from five aspects of resource scale control,reasonable efficiency,rigid demand guarantee,water supply potential excavation and regulation direction identification,and puts forward the countermeasures and suggestions for better regulations of water resources supply and demand.
