Kazakhstan's new Mineral Resources law provides for the granting of mineral rights for oil and gas exploration and development through direct negotiations and bidding.Based on the interpretation of Mineral Resources law,this paper introduces the procedures for granting oil and gas exploration and development mineral rights,the requirements for qualification examination of bidding and the conditions for winning.so as to avoid failure to pass the qualification examination.
