社会组织是国家治理体系与治理能力现代化建设中的重要参与主体。党的十九届五中全会和"十四五"规划纲要对发挥社会组织积极作用提出明确要求,这为社会组织发展提供了新的机遇,各类社会组织在推动有效市场和有为政府更好结合、实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接、发展慈善事业、参与环境治理、提供普惠托育服务、专业技术人员职称申报和技能等级认定、参与基层治理等领域具有广阔的发展前景。"十四五"时期,社会组织要立足新发展阶段、贯彻新发展理念、融入新发展格局,找准自身定位,向网络化、智能化方向发展,推进社会组织"专精特新"发展。

Social organizations are the important participants in the modernization of China’s system and capacity for governance.The Fifth Plenary Session of the 19 th CPC Central Committee and the Outline of the14 th Five-Year Plan put forward clear requirements for giving play to the positive role of social organizations.This provides new opportunities for the development of social organizations.All kinds of social organizations have broad development prospects in the fields of promoting the better combination of effective market and promising government,realizing the effective connection between consolidating and expanding the achievements of poverty alleviation and rural revitalization,developing charity,participating in environmental governance,providing inclusive care services,professional title declaration and skill level identification of professional and technical personnel,and participating in grassroots governance.During the 14 th Five-Year Plan period,social organizations should base themselves on the new development stage,implement the new development concept,integrate into the new development pattern,find their own position,develop in the direction of networking and intelligence,and heading for the"specialized and innovative"development.
