我国实现"碳达峰""碳中和"目标,面临多方面挑战。粤港澳大湾区具备较好的经济社会和低碳发展基础条件,可通过先行先试,探索率先实现"碳中和",为全国实现"碳中和"提供可复制可推广路径。粤港澳大湾区应突出自身优势,确保目标和战略具有引领性,同时化解在排放增长压力、资源禀赋短板和区域不平衡等方面的劣势,制定"碳达峰"行动方案,实施碳总量控制,完善碳交易市场体系,推行有利于持续能源转型的系列政策,打造有利于减排技术发展的创新环境,构建有利于全民实践低碳的社会氛围,形成有利于湾区内部协同减排的政策,加快推进"碳达峰"进程,率先实现"碳中和"。

China faces many challenges to achieve the goal of"emission peak"and"carbon neutrality".The Guangdong-Hong Kong-Macao Greater Bay Area has good basic conditions for economic and social development and low-carbon development.It can explore to take the lead to achieve"carbon neutrality",and provide a replicable and popularized path to achieve"carbon neutrality"for the whole country.The GBA should highlight their own advantages,to ensure that the goals and strategies has demonstrated the leadership,and resolve the discharge pressure,resources endowment board and regional imbalance of disadvantage.To make"emission peak"action plan,implementation of total amount control,improve the carbon trading market system,promote sustainable energy transformation in a series of policy,we will create an innovative environment conducive to the development of emission reduction technologies,build a social atmosphere conducive to the implementation of low carbon by the whole people,form policies conducive to coordinated emission reduction within the Bay Area,accelerate the process of"emission peak",and take the lead in achieving"carbon neutrality".
