高质量发展背景下长江经济带“人-水-地”系统耦合协调效应评价 被引量:16

Evaluation on the Coupling Effect of the"Economy-Water-Land"System in the Yangtze River Economic Belt Under the Background of High-quality Development

摘要 构建3个维度、19个指标的评价体系,以长江经济带36个城市为单元,对"人-水-地"耦合协调水平进行实证分析。结果发现:近十年来,长江经济带"人-水-地"耦合协调水平总体较低,人、水、地之间的矛盾突出;36个城市耦合协调度呈下游-上游-中游递减;基于水生态本底和耦合协调度两方面,36个城市可划分为三类区域--均衡型、低水平均衡型和失衡型。最后,提出推进"人-水-地"从低级共生走向高级耦合,要尊重自然规律,以水定地、以水定人,建立健全流域综合治理体系,走创新驱动绿色发展道路,按照三类区域因地制宜、因区施策,在构建"双循环"新发展格局中加强区域协同和联动。 In order to conduct the empirical analysis of the coupling level of the"Economy-Water-Land"system in the Yangtze River Economic Belt,this paper built a 3-dimensional and 19-index quantitative evaluation system and the sample consists of 36 cities in the Yangtze River Economic Belt.Results show that in the past ten years,the coupling coordination level of the Yangtze River Economic Belt has generally been low,and the contradictions among economic development,water resources,and land resources are still prominent.And the degree of coupling coordination decreases in the trend of upstream-downstream-midstream.From the comprehensive perspective of water ecological background and coupling coordination,these 36 cities along the Yangtze River Economic Belt can be divided into"three types of regions"of equilibrium,low-level equilibrium,and imbalance.Finally,the feasible method of promoting"Economy-Water-Land"system from junior symbiosis to senior coupling,concludes respecting the nature,arranging ecological protection and economic construction according to the river ecological environment,establishing and improving a comprehensive management system for river basin area,following the innovation-driven path of green development,implementing relevant policies according to local conditions in accordance with the"Three Types of Areas",and strengthening regional coordination and linkage in the construction of the new"dualcycle"development pattern.
