研发资本及其空间溢出效应对知识创新的影响研究

Research on the Effect of R&D Capital Investment and Its Spatial Spillover Effect on Knowledge Innovation

基于C-D形式的知识生产函数,构建研发资本投入及溢出效应影响知识创新的理论机制,结合2009~2018年省市自治区面板数据,运用空间计量模型予以实证检验。结果表明,研发资本投入对地区知识创新有显著促进作用,且在省域间存在显著正溢出效应;在三种空间权重矩阵中,基于扩展知识生产函数下的研发资本溢出程度更明显;在两种知识生产函数中,基于经济距离矩阵下的研发资本溢出效应最大;西部省份间的正向溢出效应最大,东部次之,中部呈现负溢出。因此,省份间应加强合作,充分发挥资本要素的正外部性;积极构建非相邻省份的经济共同体,重点关注经济发展距离,通过帮扶合作扩大非相邻省份间的研发资本溢出效应;中部各省份应充分利用自身优势,积极构建创新生态体系。

Based on the knowledge production function in the form of C-D, this paper constructs the theoretical mechanism of R&D capital investment and spillover effect on knowledge innovation. Combined with the provincial and municipal panel data from 2009 to 2018, it uses spatial econometric model to conduct empirical test. Results show that R&D capital investment has a significant role in promoting regional knowledge innovation, and there is a significant positive spillover effect between provinces. Among the three spatial weight matrices, the R&D capital spillover based on the extended knowledge production function is more obvious. Among the two knowledge production functions, the R&D capital spillover effect based on economic distance matrix is the largest. The positive spillover effect among the western provinces is the largest, followed by the eastern region, and negative spillover in the central region. Therefore, it is necessary to strengthen cooperation between provinces and cities, give full play to the positive externalities of capital elements. It should actively build the economic community of non-adjacent provinces and cities, focus on the distance of economic development, and expand the spillover effect of R&D capital between non-neighboring provinces and cities through assistance and cooperation. The central provinces should make full use of their own advantages and actively build an innovation ecosystem.
