厦门市区域交通影响评价的探索与应用

Exploration and Application on Regional Traffic Impact Analysis (RTIA) in Xiamen City

为适应国家深化"放管服"改革和优化营商环境的要求,厦门市出台区域交通影响评价的实施方案,旨在城市新区利用区域交通影响评价承接建设项目交通影响评价的功能。首先,指出建设项目交通影响评价在项目推进过程中面临难以适应审批制度改革和城市发展要求的问题;其次,梳理全国一些城市交通影响评价的编制情况,认为当前区域交通影响评价应用尚处于探索阶段;最后,基于新时代国土空间规划和厦门市实际情况,提出厦门市区域交通影响评价的功能定位、试行范围、编制要求和成果应用,可为其他城市的区域交通影响评价推广应用提供参考。

In order to adapt to reform of government functions and improvement of the business environment,the implementation plan of RTIA has been put forward to supersede traffic impact analysis of construction projects in new development zones of Xiamen.Traffic impact analysis (TIA) of construction projects is difficult to fit administrative examination and approval reform and urban development.And RTIA is still in the exploratory stage by studying compilation of TIA in cities across the country.Based on national territory development plan in new era and the actual situation of Xiamen,the research presents the location of the functions,range of application,requirement of compilation and application of RTIA which provides reference for popularization and application in other cities.
