黄河宁夏段水生态环境保护与治理策略初探

Preliminary Study on Water Ecological Environment Protection and Management Strategy in Ningxia Section of the Yellow River

黄河流域生态保护和高质量发展现已上升为重大国家战略,宁夏回族自治区在国家生态安全战略格局和生态区位中有着特殊地位。因此,黄河流域宁夏段的水生态环境保护与治理是黄河流域生态保护和高质量发展的重要组成部分。本研究基于黄河流域宁夏段水生态保护与治理现状进行诊断、分析,从水域岸线、水环境、水生态、水资源利用等维度探析生态保护的薄弱环节,结合黄河宁夏段实际,提出黄河流域宁夏段水生态环境治理策略:主要依托河湖长制,加强河湖岸线资源管理;践行“要在治理”,统筹河湖生态综合治理;落实“重在保护”,确保生态循环高效平衡;坚持“节水优先”,推进节水型社会新建设。以全局视野、系统思维整合各方资源与力量,精心呵护母亲河,建设美丽新宁夏,让黄河成为造福人民的“幸福河”。

The protection and treatment of water ecological environment in Ningxia section is an important part of the ecological protection and high-quality development of the Yellow River Basin.Based on the diagnosis and analysis of the current situation of water ecological environment protection and treatment in Ningxia section of the Yellow River Basin,this research analyzes the weak links of ecological protection from the dimensions of water shoreline,water environment,water ecology and water resource utilization,and puts forward the water ecological environment treatment strategies in Ningxia section of the Yellow River Basin in combination with the reality of Ningxia Section of the Yellow River Basin.
