“煤改气”效益及问题分析--基于对河北省的调研

Analysis of Benefit and Problems of“Turning Coal into Gas”--Based on the Investigation in Hebei Province

“煤改气”可使生态效益改善,社会效益提升,经济效益增长。改善大气质量是“煤改气”措施的一个重要目标,节能减排是我国可持续发展的一个重要举措。但“煤改气”在实施过程中也存在一些问题:燃气需求量大。天然气的安全供给是我国所要面临的一个重要问题;成本过高。燃气取暖费比燃煤取暖成本高约1000元左右,取暖成本增加;安全隐患颇多。产品及服务都存在不足,造成用户对于“煤改气”政策满意程度不高,致使政府声誉受损。应采取相应的对策,保障能源多渠道供应,完善政府的财政补贴,在天然气市场中引入竞争机制,节约燃气成本。要做好安全教育工作,保障燃气供暖的安全。

“Turning coal into gas”can improve ecological benefits,social and economic benefit.The improvement of gas quality is the important target of“turning coal into gas”measure.Energy conservation and emission reduction is the important countermeasures of the sustainable development in China.There are some problems in the implement of“turning coal into gas”,i.e.large demand of gas.The safe supply of gas is the important issue of the safe supply of gas in China,i.e.the cost is too high.The gas heating fee is about 1000 yuan higher than the fire coal,and the heating cost increases.The potential safety hazard is too much.The product and service are insufficient.This causes the low satisfaction degree of the“turning coal into gas”policy from the users,which causes too much potential safety hazard.It is suggested to adopt relevant countermeasures,guarantee multi-channel supply of energy,perfect the fiscal subsidies of the government,introduce competitive mechanism into gas market,save gas costs,do well in safety education,and guarantee the safety of gas-heating.
