黑龙江省智慧政府建设问题研究

Research of Intelligent Government Construction of Heilongjiang Province

分析了黑龙江省智慧政府建设现状,指出了建设中存在的问题,即顶层设计和标准规范不完善,对智慧政府的认知不足,人才培养机制不健全,信息安全得不到保障,缺乏智慧政府建设评估体系。提出黑龙江省智慧政府建设路径:应完善协调整合机制、多元主体参与机制、人才培养机制、信息管理制度与评估体系。

The research analyzes the present situation of intelligent government construction of Heilongjiang Province,and points out the problems,i.e.top-level design and standard specification are not perfect,the cognition of intelligent government is insufficient,talent training mechanism is imperfect,information security can’t be guaranteed,and the evaluation system of intelligent government construction is lack.The pathway of intelligent government construction of Heilongjiang Province is proposed,i.e.to perfect coordinated and integrated mechanism,multiple subjects participation mechanism,talent training mechanism,information management system and evaluation system.
