就业优先战略下中国共产党民本执政理念解读

Interpretation of the CPC’s People-Oriented Governance Concept under the Strategy of Priority Employment

党的十八大提出就业优先战略,这是中国共产党实施的重大民生政策,具有深厚的民本思想意蕴。通过对就业优先战略的背景、提出过程和实施结果进行分析,进一步证实中国共产党“以人民为中心”的执政理念;再通过与中国传统民本思想进行对比研究,阐明中国共产党独有的民本执政理念;最后通过学理分析,得出就业优先战略是中国共产党执政为民的有效着力点,是有效保障人权的出发点,是实现人民全面发展的落脚点。

The Eighteenth National Congress of the CPC puts forward the strategy of employment priority,which is a major livelihood policy implemented by the CPC with profound implications of people-oriented thought.This paper analyzes background,proposal process and implementation results for the strategy of employment priority,further confi rms the concept of people-centered governance,makes a comparative study on the traditional Chinese people-oriented thoughts,expounds the unique people-oriented governance concept of the CPC.It is concluded by the theoretical analysis that the strategy of employment priority is the eff ective focus of governing for the people,the starting point of eff ectively protecting human rights,and the foothold of realizing people’s all-round development.
