科技公共服务质量对区域创新水平的影响——基于吸收能力的门槛效应分析 被引量:3

The Impact of the Quality of Public Science and Technology Services on the Level of Regional Innovation——Analysis of the Threshold Effect Based on Absorptive Capacity

摘要 本文以中国30个省份2008—2017年的面板数据为基础,构建科技公共服务质量评价指标体系,采用DEA-Malmquist指数法进行量化,以人力资本、制度环境和产业结构等区域吸收能力为门槛变量,运用Hansen面板门槛回归方法实证考察科技公共服务质量对区域创新的非线性作用,并分析区域吸收能力水平及空间演化特征。研究发现:科技公共服务质量对区域创新水平存在基于人力资本的单门槛效应,以及基于制度环境和产业结构的双门槛效应;高水平的人力资本、中高水平的制度环境和合理的产业结构才能实现科技公共服务质量创新效应的有效发挥。 Based on the panel data of 30 provinces in China from 2008 to 2017,this paper constructed the evaluation index system of the quality of public science and technology services,and used DEA-Malmquist index method to quantify it.Taking the regional absorption capacity such as human capital,institutional environment and the industrial structure as the threshold variable,this article used the panel threshold regression method and empirically examined the non-linear impact of the quality of scientific and technological public services on regional innovation and analyzed the efficiency level and spatial evolution characteristics of the regional absorption capacity.The study found that the quality of science and technology public service has a single threshold effect based on human capital and a double threshold effect based on institutional environment and industrial structure on the level of regional innovation.High level human capital,medium and high level institutional environment,rational industrial structure can effectively promote the innovation effect of science and the quality of public science and technology services.
