中国研发经费省际分布变化研究

A Study on Proportion Variations of Inter-Provincial R&D Expenditure in China

本文探究2009—2018年中国研发经费的省际布局及其趋势变化。按照研发经费的比重差异将中国各省分为3个梯队,并从各省研发经费增长率和基础规模、研发经费结构、研发人员比重3个方面分析了各省研发经费比重变化的原因。研究发现,各省研发经费增长率和基础规模共同影响各省研发经费比重的变化,企业资金投入变化是中国大部分省份经费比重变化的主要内在原因,而研发人才的分布不均是研发经费分布不均的根本原因。最后对研发经费管理提出相关政策建议。

In this article,we investigated the inter-provincial R&D expenditure distribution and variation in China from 2009 to 2018.By using R&D expenditure proportion as an index,the provinces are classified into three groups.The variation of R&D expenditure proportion has a strong correlation with the growth rate and scale of R&D expenditure.The investment change of enterprise funds is the internal factor for proportion variation in most provinces of China,and uncoordinated distribution of R&D personels is the fundamental reason for uncoordinated distribution of R&D expenditures between different provinces.Finally,we give the recommendations on R&D expenditure management policies to boost coordinated development of regional innovation.
